SCOPE
Rigs will be inspected to insure contractors are following best practices and striving for compliance with regulatory requirements (i.e. OSHA, API Recommended Practices, EPA).
INSPECTION FORM
The inspection/audit form developed by Upshaw Consulting Services will be used as an evaluation tool, along with specific client's requirements when requested. The form is a combination of US Department of Labor/Occupational Safety and Health Administration Inspection for Oil and Gas Drilling and Well Servicing Operations Requirements, American Petroleum Institute Recommended Practices, International Association of Energy Service Companies Recommendations, various contractors' inspection forms, and information from training seminars, legal counsel, and years of conducting evaluations of oil and gas operations.
PROCESS
Designated operator/contractor representative will be contacted to schedule an appropriate date for the inspection/audit to take place. On location Upshaw Consulting will meet with site management (Company Consultant and Rig Manager) to outline planned inspection. Inspection will then be conducted of rig components, associated equipment and records in regards to training, rig specifications, and various contractor initiated activities. After the conclusion of the inspection, a closing conference will be held with management on site to discuss deficiencies and plans for correction. Inspections/audits will involve 6- 8 hours on location for drilling rigs and 2-3 hours for workover/well servicing rigs plus report preparation time.
FREQUENCY OF INSPECTIONS
Follow-up inspection will be scheduled based on the results of the initial inspection, operator's objectives, and planned future use of the contractors designated rig. Typically follow-up inspections are conducted in 3-6 month intervals. If multiple rigs are drilling in the same geographic regions for the operator/client, Upshaw Consulting Services will attempt to schedule field inspections during the same time period to reduce billed travel related expenses for the client.
FINDINGS
A summary report will be prepared and forwarded to the operator/client normally the same day or at the latest within 48 hours upon return to office. The report will include the Compliance Inspection Report detailing items needing correction along with digital photos of findings.
